ELIZABETH LAKE, Los Angeles County — Elizabeth Lake is part of a group of water bodies subject to a regional Trash Total Maximum Daily Load (TMDL), a regulatory framework designed to reduce litter and other trash entering the watershed.
The Los Angeles Regional Water Quality Control Board adopted the framework for Elizabeth Lake, Munz Lake and Lake Hughes on June 7, 2007. The State Water Board approved it in December 2007, the Office of Administrative Law followed in February 2008, and the U.S. Environmental Protection Agency approved it on February 27, 2008.
Why the old approval still matters
The TMDL is part of the legal and planning history behind water-quality oversight. It provides a basis for monitoring and trash-control responsibilities, but the date the plan was approved does not prove the lakes are trash-free in 2026, nor does it establish that a specific property owner violated the plan.
Residents seeking current reports, restoration or clean-up opportunities should consult regional water-board notices and local watershed organizations. Litter pickup near the shore should respect private property boundaries, wildlife and any restrictions on access.
